The Union Cabinet has adopted a bill to replace the Delhi services legislation. Report
According to sources, the Union Cabinet reportedly approved a bill on Tuesday that would take the place of the ordinance that was issued to establish a body responsible for the transfers and postings of Group-A officers in Delhi.
A meeting of the Union Cabinet, presided over by Prime Minister Narendra Modi, passed the law this evening. The sources stated that the measure to repeal the ordinance is anticipated to be introduced during the current Monsoon session of Parliament.
When the Parliament is not in session, the President, on the advice of the Union Cabinet, promulgates an ordinance. Within six weeks after the start of the following session, the Parliament must pass a statute to replace the ordinance.
On May 19, a week after the Supreme Court gave the elected government led by Chief Minister Arvind Kejriwal jurisdiction over all services in Delhi with the exception of police, public order, and land, the central government issued the contentious Delhi ordinance.
The regulation made it easier to create a National Capital Civil Service Authority to oversee transfers of Group-A officials from the DANICS cadre and disciplinary actions against them.
Before the May 11 ruling by the Supreme Court, the lieutenant governor exercised executive control over all transfers and postings of Delhi government employees.
The Aam Admi Party of Kejriwal has aggressively opposed the legislation, claiming that the Centre had "deceived" the Delhi citizens.
A number of opposition parties, including the Congress, have also spoken out against the ordinance.
Kejriwal toured the majority of the non-NDA-ruled states and spoke with opposition leaders to ask for their support against the law. He traveled alongside Chief Minister Bhagwant Mann of the party-ruled Punjab.
"The Supreme Court and the people of Delhi, who have twice voted Kejriwal as chief minister, have both been duped.
"He doesn't have any powers, but the LG, who wasn't even picked but was imposed upon people, would have powers and the Centre will monitor the job being done in Delhi through him. According to AAP spokesman and Minister of Services Saurabh Bharadwaj, this is contempt of court.
