The Calcutta High Court on Monday extended the stay of central forces in Bengal for another 10 days in response to the growing demand from students of various state-run schools in the state for the reopening of institutions following the panchayat elections.
Following their prolonged stay, the forces would be phased out of the state with the court's permission.
The Chief Justice's Division Bench issued the directives in response to a PIL filed by BJP leader and lawyer Priyanka Tibrewal last week and a letter she concurrently sent to the Union Home Ministry requesting the same due to fears of post-election violence in the state. The Centre responded on Monday during the hearing, and when Ashok Chakraborty, an assistant solicitor general, reiterated the Center's desire to extend the jawans' stay for an extra 10 days, the court issued its directive.
The disadvantage of maintaining the military in rural regions is that they continue to occupy the state-run schools where they are mostly housed. Even a fortnight after the conclusion of the rural elections, classes at hundreds of schools are still halted because of the security officers occupying those locations. Additionally, schools were given an extra week off during the summer due to the previous state's terrible heat wave.
The jawans were initially ordered by the State Election Commission (SEC) to remain until the counting process of the violence-hit rural elections, which started on July 11 and went on for the following few days, was completed. However, the court had already extended the jawans' stay once for 10 days in response to ongoing political brutality. According to the most recent court ruling, the occupied school grounds won't be cleared out until no later than the first week of August.
The first indications of student unrest reaching the streets were seen on Monday in the Bhetaguri neighborhood of Cooch Behar after Lal Bahadur Shastri Higher Secondary School students staged an unplanned road block demanding the early reopening of their school. According to reports, the institution's academic programs suffered significantly during the prolonged summer vacation as a result of the region's severe political violence before, during, and after the panchayat elections. The central forces have called the school their home ever since the elections.
Students complained that the school has already fallen far behind in finishing the syllabus, and that any further delay in reopening the school would make matters worse for the students, especially those in the higher classes who are scheduled to appear for the board exams next year.
While the SEC requested that 822 companies of the central forces be deployed around the state, the center said in court that it has since withdrew 136 units in two waves. That indicates that more than 675 companies of the central forces (or over 67,000 jawans) are still spread out throughout the state.
However, petitioner Tibrewal argues that the state government should explore other options for housing the jawans rather than allowing them to establish up camps in schools. There are hundreds of government buildings around the state, including auditoriums, amenity centers, and stadiums. Let them utilize these properties to house the military, and let the schools continue to function. There is an urgent need, which is why the military are here. She stated that their purpose was to protect the state's citizens.
